The Blue Star Service Banner was designed and patented in 1917 by World War I Army Captain Robert L. Queissner who had two sons serving on the front lines. The program recognizes families with members serving in the United States Armed Forces with the placement of a patriotic sign in their windows. The Blue Star stands for hope and pride for the troops.
