The La Mirada City Council and La Mirada Redevelopment Agency hold their regular meetings concurrently.  Following appearances, presentations, proclamations or appointments, any public hearings scheduled by either the City Council or Agency will be held.  At the conclusion of public hearings, the Redevelopment Agency will conduct its scheduled business.  Items for City Council consideration will commence following the Redevelopment Agency portion of the Agenda.  In compliance with the Americans with Disabilities Act, if you need special assistance to participate in a City meeting or other services offered by this City, please call (562) 943-0131 and contact the City ClerkÕs office or the Personnel Department.  Notification at least 48 hours prior to the meeting or time when services are needed will assist the City staff in assuring that reasonable arrangements can be made to provide accessibility to the meeting or service.

 

All cell phones, pagers and other audible electronic devices should be in their off or silent position while the meeting is in session.

 

To address the Council on an Agenda item other than a Public Hearing or during Public Comments, please fill out a ÒRequest to address CouncilÓ card and place in the container before the start of meeting or as soon as possible after the meeting starts.

1          APPROVAL OF FISCAL YEAR 2007-08 BUDGET - RESOLUTION NO. R-518 – It is recommended AGENCY adopt Resolution No. R-518 approving the Fiscal Year 2007-08 Operating Budget.

2.         APPROVAL OF FISCAL YEAR 2007-08 BUDGET - RESOLUTION NO. 07-18 – It is recommended CITY COUNCIL adopt Resolution No. 07-18 approving the Fiscal Year 2007-08 Operating Budget.

4.         PROFESSIONAL SERVICES AGREEMENT – AMERINATIONAL COMMUNITY SERVICES – It is recommended AGENCY accept the proposal from AmeriNational  Community Services for the AgencyÕs housing program; instruct the AgencyÕs Attorney to prepare the agreement; and authorize the Chairman to execute the agreement on behalf of the Agency.

5.         It is recommended AGENCY approve the warrant register dated June 20, 2007 in the total amount of $69,130.91.

7.         PROFESSIONAL SERVICES AGREEMENT – AMERINATIONAL COMMUNITY SERVICES – It is recommended CITY COUNCIL accept the proposal from AmeriNational Community Services for the CityÕs housing program; instruct the City Attorney to prepare the agreement; and authorize the Mayor to execute the agreement on behalf of the City.

 

8.         CASH CONTRACT NO. 2004-03 – BEACH BOULEVARD MEDIAN AND PARKWAY IMPROVEMENTS It is recommended CITY COUNCIL authorize partial payment to Belaire-West Landscape, Inc. in the amount of $227,021.82. 

 

9.         CASH CONTRACT NO. 2005-02 – CITYWIDE SIGNAGE REPLACEMENT PROGRAM- It is recommended CITY COUNCIL authorize partial payment to Fluoresco Lighting & Sign Maintenance Corporation in the amount of $87,212.57.

 

10.      CASH CONTRACT NO. 2006-02 -  LA MIRADA BOULEVARD REHABILITATION AND TRAFFIC SIGNAL IMPROVEMENTS FROM UNIVERSITY DRIVE/OAKWOOD LANE TO ALONDRA BOULEVARD – It is recommended CITY COUNCIL authorize partial payment to Sully-Miller Contracting Company in the amount of $456,815.99.

 

11.      CASH CONTRACT NO. 2006-04 – SPLASH! LA MIRADA REGIONAL AQUATICS CENTER REQUEST FOR PARTIAL PAYMENT – It is recommended CITY COUNCIL authorize partial payment to California Commercial Pools in the amount of $553,643.55; to Doja, Inc. in the amount of $2,210.40; to F.E.C. Electric, Inc. for a combined amount of $306,516.39; to HPS Mechanical, Inc. in the amount of $57,636.00; to Anderson Charnesky Structural Steel, Inc. in the amount of $224,820.00; to Custom Design Iron Works, Inc. in the amount of $260,529.60; to Shaw & Sons in the amount of $13,727.70; to TB Penick & Sons, Inc. in the amount of $214,204.00; to TonyÕs Multi-Service Firm, Inc. in the amount of $65,175.07; to Trademark Concrete Systems, Inc. in the amount of $213,413.40; to Winegardner Masonry, Inc. in the amount of $32,320.80; and to XCEL Mechanical Systems for a combined amount of $38,130.55.

 

12.      CASH CONTRACT NO. 2006-10 LA MIRADA COMMUNITY SHERIFFÕS STATION EXPANSION REQUEST FOR PARTIAL PAYMENT – It is recommended CITY COUNCIL authorize partial payment to Harbor Construction in the amount of $373,813.65.

 

13.      PHANTOM PROJECTS FUNDING REQUEST FOR FISCAL YEAR 2007-08 – It is recommended CITY COUNCIL approve the Fiscal Year 2007-08 funding request of Phantom Projects in the amount of $38,300.00.

 

14.      FISCAL YEAR 2007-08 LA MIRADA THEATRE FOR THE PERFORMING ARTS FOUNDATION AGREEMENT – It is recommended CITY COUNCIL approve the 2007-08 agreement between the City and Foundation and authorize the Mayor to execute the agreement on behalf of the City.

 

 

 

 

15.      AWARD OF BID FOR PURCHASE OF ACTIVITY CENTER FURNITURE – It is recommended CITY COUNCIL award the bid to Mity-Lite in an amount not to exceed $28,472.62.

 

 

NEW BUSINESS

 

 

16.      RENEWAL OF FIVE-YEAR STREET SWEEPING AGREEMENT – It is recommended CITY COUNCIL approve the proposed five-year extension agreement of R.F. Dickson Company, Inc., and authorize the Mayor to execute the agreement on behalf of the City.

 

17.      CHAMBER OF COMMERCE FUNDING AGREEMENT FOR FISCAL YEAR 2007-08 – It is recommended CITY COUNCIL approve the funding agreement; and authorize the Mayor to execute the agreement on behalf of the City.

 

18.      AMENDMENT TO PROFESSIONAL SERVICES AGREEMENT WITH C.W. DRIVER FOR CONSTRUCTION MANAGEMENT SERVICES – It is recommended CITY COUNCIL authorize the Mayor to execute the Amendment of the Professional Services Agreement on behalf of the City.

 

19.      INFORMATION TECHNOLOGY SUPPORT SERVICES AGREEMENT WITH THE CITY OF BREA – It is recommended CITY COUNCIL approve the agreement; and authorize the Mayor to execute the agreement on behalf of the City.

 

 

ORDINANCES AND RESOLUTIONS

 

 

 

20.      RESOLUTION NO. 07-15, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LA MIRADA REGARDING EMPLOYMENT AND SALARY RATES FOR ALL CLASSES OF EMPLOYMENT AND SUPERSEDING RESOLUTION NO. 06-38 – It is recommended CITY COUNCIL adopt said Resolution.

 

21.      RESOLUTION NO. 07-17, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LA MIRADA AUTHORIZING THE INSTALLATION OF SIGNAGE ON ALONDRA BOULEVARD WEST OF LA MIRADA BOULEVARD – It is recommended CITY COUNCIL adopt said Resolution.

 

 

22.      RESOLUTION NO. 07-19, APPROVING THE APPLICATION FOR GRANT FUNDS FROM THE LOS ANGELES COUNTY REGIONAL PARK AND OPEN SPACE DISTRICT FOR FOURTH SUPERVISORIAL DISTRICT FOR THE THERAPY SPA WITHIN THE ÒSPLASH!Ó LA MIRADA REGIONAL AQUATICS CENTER – It is recommended CITY COUNCIL adopt said Resolution and approve the application for grant funds.

 

23.      RESOLUTION NO. 07-20, APPROVING THE APPLICATION FOR GRANT FUNDS FROM THE LAND AND WATER CONSERVATION FUND –– It is recommended CITY COUNCIL adopt said Resolution and approve the application for grant funds.

 

24.      ORDINANCE NO. 611 SECOND READING AND ADOPTION - COMPLIANCE WITH SENATE BILL 53, DESCRIBING THE  LA MIRADA REDEVELOPMENT AGENCYÕS PROGRAM TO ACQUIRE REAL PROPERTY BY EMINENT DOMAIN – It is recommended CITY COUNCIL accept for second reading and adopt Ordinance No. 611.
