The La Mirada City Council and La Mirada Redevelopment Agency hold their regular meetings concurrently.  Following appearances, presentations, proclamations or appointments, any public hearings scheduled by either the City Council or Agency will be held.  At the conclusion of public hearings, the Redevelopment Agency will conduct its scheduled business.  Items for City Council consideration will commence following the Redevelopment Agency portion of the Agenda.  In compliance with the Americans with Disabilities Act, if you need special assistance to participate in a City meeting or other services offered by this City, please call (562) 943-0131 and contact the City Clerk’s office or the Personnel Department.  Notification at least 48 hours prior to the meeting or time when services are needed will assist the City staff in assuring that reasonable arrangements can be made to provide accessibility to the meeting or service.

 

All cell phones, pagers and other audible electronic devices should be in their off or silent position while the meeting is in session.

 

To address the Council on an Agenda item other than a Public Hearing or during Public Comments, please fill out a “Request to address Council” card and place in the container before the start of meeting or as soon as possible after the meeting starts.

APPOINTMENTS

 

I.          REAPPOINTMENT TO THE COMMUNITY SERVICES FOUNDATION – LAWRENCE MOWLES – It is recommended CITY COUNCIL reappoint Lawrence Mowles to the La Mirada Community Services Foundation to serve a term that will expire July 2009.

 

 

CITY COUNCIL

 

PUBLIC HEARING

 

1.         COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM PROPOSED FISCAL YEAR 2007-08 PROJECTS – It is recommended CITY COUNCIL approve the proposed Fiscal Year 2007-08 Community Development Block Grant projects as presented; and, authorize the City Manager to execute the contracts with the Community Development Commission on behalf of the City.

 

2.         ORDINANCE NO. 608 ADOPTING REGULATIONS APPLICABLE TO TOBACCO RETAIL BUSINESSES AND AMENDING THE ZONING ORDINANCE, TITLE 21 OF THE LA MIRADA MUNICIPAL CODE – It is recommended CITY COUNCIL introduce Ordinance No. 608 for first reading, by title only, and waive further reading.

3.         MEETING MINUTES - It is recommended AGENCY approve the minutes of the regular meeting of January 9, 2007 and the study session meeting of January 16, 2007.

4.         It is recommended AGENCY approve the warrant registers dated January 17, 2007 in the total amount of $34,929.97.

5.         MEETING MINUTES - It is recommended CITY COUNCIL approve the minutes of the regular meeting of January 9, 2007 and the study session meeting of January 16, 2007.

 

6.         CASH CONTRACT NO. 2006-06 ADVANCED WARNING SIGNAGE AT THE INTERSECTION OF SANTA GERTRUDES AVENUE AND AVENIDA SANTA TECLA, APPROVAL OF CHANGE ORDER, ACCEPTANCE OF WORK AND REQUEST FOR FINAL PAYMENT  – It is recommended CITY COUNCIL approve Change Order No. 1, accept the work, and authorize final payment to California Professional Engineering, Inc. in the amount of $11,634.58.

 

7.         CASH CONTRACT NO. 2006-04 SPLASH! LA MIRADA REGIONAL AQUATICS CENTER REQUEST FOR PARTIAL PAYMENT – It is recommended CITY COUNCIL authorize partial payment to California Commercial Pools in the amount of $461,070.00; to Cosco Fire Protection, Inc. in the amount of $19,102.50; to Custom Design Iron Works, Inc. in the amount of $66,15.000; to Doja, Inc. in the amount of $55,125.00; to F.E.C. Electric, Inc. for a combined amount of $328,573.58; to HPS in the amount of $1,881.00; to ISEC, Inc. in the amount of $12,480.00; to Letner Roofing Co. in the amount of $14,499.00; to Standard Drywall, Inc. in the amount of $27,810.00; to TB Penick & Sons, Inc. in the amount of $255,760.00; to Winegardner Masonry, Inc. in the amount of $116,694.00; and to XCEL Mechanical Systems for a combined amount of $36,324.14.

 

8.         RESOLUTION NO. 07-01 APPROVING THE EXCHANGE OF CITY PROPERTY TAX TO COUNTY LIGHTING MAINTENANCE DISTRICT 1687 – L 059-2005 – It is recommended CITY COUNCIL adopt said Resolution.

 

9.         BURLINGTON NORTHERN/SANTA FE RAILWAY COMPANY – CITY OF SANTA FE SPRINGS AND CITY OF LA MIRADA UNDERPASS AGREEMENT – It is recommended CITY COUNCIL approve the Underpass Agreement between the City of La Mirada and BNSF Railway for the construction of the Valley View Avenue Grade Separation project; and, authorize the City Manager to execute the Underpass Agreement on behalf of the City.

 

10.       LA MIRADA TRANSIT MEMORANDUM OF UNDERSTANDING – It is recommended CITY COUNCIL approve the revised Memorandum of Understanding for the operation of La Mirada Transit services and authorize the City Manager to execute the document.

 

11.       SALE OF REAL PROPERTY – APN 8038-016-008 – 13604 DALMATIAN AVENUE, LA MIRADA, CALIFORNIA – It is recommended CITY COUNCIL approve the sale of the property located at 13604 Dalmatian Avenue and authorize the City Manager to execute all necessary documents to complete the transaction.

12.       It is recommended CITY COUNCIL approve the warrant register dated January 17, 2007 in the total amount of $547,828.02.
