Master Sergeant Casiano was born in Flushing, New York in 1961. She graduated from Herbert H. Lehman High School in 1979. In 1980, she enlisted in the United States Air Force as a Law Enforcement Specialist. After six years of active duty service, she enlisted in the New Jersey Air National Guard. She transferred to the 163d Air Refueling Wing, but due to her workload with the Los Angeles County Sheriff's Department, she had a break in service and in August 2000, she returned to the California Air National Guard as a Security Forces Fire Team member.

In September 2001, Master Sergeant Casiano was mobilized in support of Operation Northern Watch and Operation Enduring Freedom. In November 2001, she was deployed to Dover AFB, Deleware and then to Incirlick Air Base, Turkey, where she was assigned as a Fire Team leader/member. Upon her return in April of 2002, she volunteered for an assignment to Lackland AFB, Texas as an instructor at the Security Forces Academy. Due to her expertise, she was offered a position as Manager for the Security Forces Management Information System (SFMIS) at The National Guard Bureau in Washington, D.C. She served from December 2002 to September 2003. Upon her return, Master Sergeant Casiano attended the Non-Commissioned Officer Academy at Lackland Air Force Base, Texas.

After twenty-six month of active duty, she returned to the Los Angeles County Sheriff's Department. Master Sergeant Casiano received her Bachelor of Science degree from California State University, Long Beach. Her military awards includes: the Air Force Commendation Medal and First Oak Leaf Cluster.

In January 2006, Master Sergeant Casiano was selected as the Senior Non-Commissioned Officer for the California Air National Guard.
