The City of La Mirada contracts with the County of Los Angeles to provide building/safety and engineering services for the City. The County Building & Safety Division is responsible for enforcing all local construction through the City's permitting process to ensure the public safety and well-being in private structures and buildings. Both building and structural plan checks are performed at the County's South Whittier District office at 13523 East Telegraph Road, Whittier, California and the County Central office at 900 S. Fremont Avenue, 3rd Floor, Alhambra, California. All projects should be discussed with the County Building Official to determine which office is responsible for reviewing your development plans.
Why does the City have rules and regulations regarding Planning, Zoning and Building & Safety?
The City has these rules and regulations to help residents complete their projects safely and correctly. The City uses the 2010 California Building Code with the Los Angeles County 2011 Amendment, including codes for electrical, mechanical and plumbing work. By obtaining Building Permits, you are:
- Helping to maintain the City's high structural standards;
- Helping to ensure that home improvements are completed in compliance with current building codes;
- Helping to maintain La Mirada's property values; and
- Protecting your family's safety.
The Building & Safety Division's public counter is open Monday through Thursday and alternate Fridays from 8:00 a.m. to 12:00 p.m. The Building Counter is closed on the Fridays that City Hall is closed.
The City offers a One-Stop Permit Center every Wednesday, from 8 a.m. until 12 p.m. This allows applicants to submit plans and obtain the necessary permits for most small projects on the same day. Applicants may also coordinate with representatives from Building and Safety, Planning, and Public Works to expedite the processing of permits and plan check approvals. A Building Inspector is available to respond to questions and review plans Monday through Thursday and alternate Fridays from 8:00 a.m. to 10:00 a.m.
Inspections for permitted work may be requested Monday through Thursday from 7:30 a.m. to 5:30 p.m. and alternate Fridays from 7:30 a.m. to 4:30 p.m. by calling (562) 943-0131. Requests for inspections must be made a minimum of one day in advance. Inspections are conducted Monday through Thursday.
In certain instances a building permit may be issued to the owner of the property. These permits are called "Owner Builder Permits". However, you should be aware that as an owner-builder you are the responsible party of record on such a permit. Building permits are not required to be signed by property owners unless they are personally performing their own work. If someone other than yourself is performing your work, you may protect yourself from possible liability if that person applies for the proper permit in his or her name. Contractors are required by law to be licensed and bonded by the State of California and to have a valid business license from the City or County in which they are doing the work. They are also required by law to put their license number on all permits for which they apply. There may be financial risks for you if you do not carry out these obligations, and these risks are especially serious with respect to workers’ compensation insurance. A frequent practice of unlicensed persons professing to be contractors is to secure an owner-builder building permit, erroneously implying that the property owner is providing his or her own labor and material personally.

A mechanical (HVAC) permit is required to install, alter, repair, relocate, replace or add any heating, ventilating, or air-conditioning equipment.

A Combination Pool permit is required for the installation of permanent pools and equipment.
||Grading/Landscaping Permit Application|
A grading permit is required to import or export any earth materials to or from any grading site. A grading permit is also required to perform any grading within areas designated "hillside."

A sewer permit is required to install, alter, repair, relocate, replace or add any sewer lines or equipment.

A miscellaneous permit is required for construction that is not categorized as building construction.
