Public Safety and Traffic Commission Biographies, Agendas & Minutes
The Public Safety and Traffic Commission studies, makes reports, holds hearings, and makes recommendations to the City Council on matters relating to public safety in the City. Major areas of responsibility include: items of traffic safety as related to traffic and pedestrian control; and adequacy of police, fire, and health services.

Moses Covarrubias has been a resident of La Mirada for more than 30 years. He has been the Chairman for Troop 438. He’s a member of the National Multiple Sclerosis Society, March of Dimes and a Board Member for a non-profit youth performing arts education organization. Moses is happily married to his wife Elsa of over 30 years, and they have four children, all who have attended La Mirada schools. Moses is the owner of an RF Interference Company specializing in commercial, public safety and military spectrum radio frequency interference. Previously, Moses owned a firm specializing in telecommunication disaster recovery, private 5G networks and disaster recovery communication vehicles. Moses is an active community member. He is an alumni of Biola University and California State University, Long Beach. |
| Steven Dahl has been a resident of La Mirada for more than 14 years. He has been a sworn police officer for 15 years with prior police service in a non-sworn capacity. In 2021, he received a Life Saving Medal for rendering medical aid to the victim of a motorcycle accident. He holds a FAA 107 UAS Pilot License and enjoys flying drones personally and professionally. He also enjoys outdoor activities including camping, hiking and fishing. Steven is happily married with three children.

Ellen Peters has been a resident of La Mirada for more than 35 years. She is a retired elementary school teacher from the Norwalk-La Mirada Unified School District. Ms. Peters also has a background in law enforcement, and she earned a Master’s Degree in Criminal Justice. She has been actively involved in the community for many years. She previously served on the La Mirada Citizens Task Force on City Finances and Operations and was President of La Mirada Ebell. Ms. Peters has three adult children who remain active in the La Mirada community. She also has five grandchildren. |

Albert Maldonado has been a resident of La Mirada for more than 36 years. Mr. Maldonado retired from the Los Angeles County Sheriff’s Department following a 36-year career. Early in his career, he served as a Patrol Deputy in La Mirada, and he also served on the Special Assignment Officers (SAO) Team. He is a member of the Fraternal Order of Police and the Elks. He also served as a coach and board member for various sports leagues in La Mirada. He is happily married to his wife, Cecilia, of 33 years. They have four adult children. |
