FULL - TIME

SALARY:  Appointments are normally made at the first step of a five step salary range. One year of City service is required to advance to the next pay step in the salary range.

RETIREMENT PLAN:  The City contributes toward a retirement plan through the California Public Employees’ Retirement System (CalPERS).  Applicants considered “classic members” of CalPERS would be eligible for the 2.0% @ 55 CalPERS formula.  Classic members hired before July 1, 2017 pay a 2% member contribution to CalPERS.  Classic members hired after July 1, 2017 pay the 7% member contribution to CalPERS.  Applicants considered “new members” of CalPERS would be eligible for the 2.0% @ 62 CalPERS formula, in accordance with the Public Employees’ Pension Reform Act of 2013 (PEPRA).  New members pay half the normal cost as the member contribution to CalPERS (6.75% for FY 19-20).  The member contribution for new members may change each fiscal year.  The date of appointment and status of the applicant will determine the retirement formula. All City employees do not participate in Social Security.           

VACATION:  Full-time employees earn 80 hours of vacation per year for the first five years of service; 120 hours per year after five years of service; 128 hours in the 11th year; 136 hours in the 12th year; 144 hours in the 13th year; 152 hours in the 14th year; and 160 hours in the 15th year and thereafter.  Employees may accrue up to a maximum of 350 vacation hours. Every year, full-time employees may buy back vacation hours when more than 120 vacation hours have been accrued.

HOLIDAYS:  Full-time employees receive 108 hours of paid holidays per fiscal year. The City observes eleven fixed holidays throughout the year. Any remaining hours are considered floating holiday hours and may be used at any time during the fiscal year. Holiday hours do not accrue and do not carry over to the next fiscal year.

SICK LEAVE:  Full-time employees earn 72 hours of sick leave per calendar year.  Employees separating from employment with the City who have at least five years of service are compensated for 50% of their accrued sick leave up to a maximum of 720 hours.  Every year, full-time employees may buy back sick leave hours when more than 120 sick leave hours have been accrued, and 18 sick leave hours or less have been used in the prior calendar year.

JURY DUTY:  Full-time employees may receive up to 40 hours of jury duty pay per calendar year while performing jury service. At the discretion of the City Manager, full-time employees who are required to serve extended jury service beyond 40 hours in any one calendar year may receive additional jury duty pay. 

MEDICAL INSURANCE:  The City provides medical insurance through CalPERS for all full-time employees and their eligible dependents at no cost to the employee.  The CalPERS program includes HMO and PPO plans.  An employee who is covered under another medical insurance program may choose to receive a cash rebate of $75 per month (employee only) or $200 per month (employee and one or more dependents) in lieu of medical insurance.  Employee’s retiring from the City of La Mirada and CalPERS concurrently, may receive paid medical insurance into retirement at no cost to the employee.  Retirees are required to enroll in Medicare at time of eligibility and pay Medicare premium fees.

DENTAL INSURANCE:  The City provides dental insurance for all full-time employees and their eligible dependents at no cost to the employee.  The City offers one PPO and one HMO dental plan.

VISION INSURANCE:  The City provides vision insurance for all full-time employees and their eligible dependents at no cost to the employee.

LIFE INSURANCE:  The City provides a term life insurance plan for full-time employees based on twice the employee’s annual salary up to a maximum of $300,000 (management), and twice the employee’s annual salary up to $200,000 (non-management) at no cost.

DISABILITY INSURANCE: The City provides short-term and long-term disability plans to full-time employees at no cost to the employee. The short-term disability plan provides 37.5% of pay and begins on the 31st day of disability. The long-term disability plan provides 66.67% of pay and begins on the 91st day of disability.

DEFERRED COMPENSATION:  The City participates in the Nationwide 457(b) deferred compensation plan available to all full-time employees. The City provides full-time employees a deferred compensation matching contribution up to $800 per calendar year. To receive the City match, the employee must contribute an equal amount.

FLEXIBLE SPENDING ACCOUNT:  The City provides full-time employees with a flexible spending account program for eligible health, dependent care and work related transit and parking expenses.

SUPPLEMENTAL INSURANCE:  Full-time employees may purchase supplemental insurance through AFLAC at the employee’s expense.

TUITION REIMBURSEMENT:  The City provides up to a $2,500 per fiscal year tuition reimbursement for full-time employees.

GYM / FITNESS CENTER MEMBERSHIP REIMBURSEMENT:  The City provides up to $100 per fiscal year reimbursement for the cost of a gym or fitness center membership for full-time employees.

EMPLOYEE ASSISTANCE PROGRAM (EAP):  EAP Services are available to all City employees at no cost. Services are contracted through Standard Insurance, and are available to employees and members of their household.

DISCOUNTS:  City employees receive discounts to La Mirada Theatre productions, Splash! Buccaneer Bay passes, City recreation and aquatics classes, and the City gymnasium.

F&A FEDERAL CREDIT UNIONCity employees are eligible to join the F&A Federal Credit Union.

ALTERNATE WORK SCHEDULE:  In most City departments, full-time employees have the opportunity to work a “9/80” alternate work schedule.

 HOURLY PART - TIME

SALARY:  Appointments are normally made at the first step of the salary range. Hourly part-time employees are eligible for a step increase after each 1,040 hours worked.

RETIREMENT PLAN:  The City contributes towards a retirement plan for all hourly part-time employees through the Nationwide Retirement Solutions, Inc. 457(b) Deferred Compensation Plan with a Social Security Replacement Component. The City contributes 2.5% of the employee’s salary as deferred compensation. Employees contribute 5.0% of salary towards this program on a pre-tax basis. Upon separation with the City, employees may elect to withdraw 100% of both the City and employee’s contributions, plus any accrued interest, leave the contribution with Nationwide if the balance is over $1,000, or roll-over the balance to another eligible retirement account.  Hourly part-time employees do not participate in Social Security.

PERSONAL TIME OFF (PTO):  Hourly part-time employees earn one (1) hour of paid PTO per every 30 hours worked during the calendar year (0.033 PTO hours per 1 hour worked). Hourly part-time employees may accrue up to a maximum of 48 PTO hours. Up to 48 accrued PTO hours may be carried over to the following calendar year.

MEDICAL INSURANCE:  The City provides a medical insurance plan for hourly part-time employees in designated positions with supervisory and/or professional responsibility and who average no less than 25 work hours per week after an 11 month measurement period.  Positions eligible for the City medical insurance program shall be designated by the City Manager.  Eligible employees must re-qualify every year.  The City offers one HMO medical insurance plan for the employee only at no cost.  The employee may add dependent coverage at the employee’s expense.

DENTAL INSURANCE:  The City provides a dental insurance plan for hourly part-time employees in designated positions who are eligible for medical insurance benefits.  The City offers one HMO dental insurance plan for the employee only at no cost.  The employee may add dependent coverage at the employee’s expense.

VISION INSURANCE:  The City provides vision insurance for hourly part-time employees in designated positions who are eligible for medical insurance benefits at no cost.  The employee may add dependent coverage at the employee’s expense.

LIFE INSURANCE:  The City provides a $10,000 term life insurance policy for hourly part-time employees in designated positions who are eligible for medical insurance benefits.
